California is the highest-cost onshore contact-center market in the country, and buyers choose it deliberately, not by default. What you get for the premium is the deepest technology and entertainment CX talent in the US, genuine native-Spanish depth at scale, and Pacific-time coverage for West Coast customers. What you also get is the strictest labour and privacy regime in the country, which is a feature for compliance-sensitive brands and a cost for everyone else.

The honest framing is that California rarely wins on price for high-volume commodity voice; that work is cheaper in Arizona, Texas or nearshore.
