Search for customer support help in Latin America and nearly everything returned is an outsourcing provider — a BPO that will run the function for you. That is a legitimate model, but it is not the only one, and a lot of operators end up outsourcing because it was the only option they were shown.
Staffing is the other model. The distinction is not commercial packaging; it changes who manages the work, who owns the process, and what you are left holding if the relationship ends.
The actual difference
- Outsourcing (BPO): the provider supplies agents, supervisors, QA, training and process. They run it. You buy an outcome and manage a vendor relationship. Your visibility is whatever reporting they give you.
- Staffing: the agency supplies agents who work inside your operation — your systems, your scorecard, your training, your supervisors. The agency carries recruitment, employment and payroll. You run the floor.
The practical test is who the agent asks when they do not know what to do. Under outsourcing, they ask the provider supervisor. Under staffing, they ask yours. Everything else follows from that.
When staffing is the better model

- Your process changes frequently. Every change has to be renegotiated and re-trained through a vendor layer under outsourcing. Under staffing it is an internal update.
- Customer conversations are part of your product. If how customers are handled is a differentiator rather than a cost, handing it to a third party tends to erode it — gradually enough that you notice late.
- You already know how to run a contact operation and the constraint is purely hiring speed and employment overhead in-country.
- You want the institutional knowledge to stay with you. Under outsourcing, a meaningful amount of how your operation actually works ends up living in the provider.
When outsourcing is the better model
- The queue is a genuine cost centre with stable, well-documented process.
- You do not have the supervisory bench to manage agents, and do not want to build it. Staffing fails badly here — agents inside your operation still need your leadership.
- You need a fully managed outcome with a single accountable throat to choke, and are willing to trade visibility for it.
We are a staffing agency, so weigh that accordingly. The honest summary is that staffing is not universally better — it is better when you have leadership capacity and process ownership matters. Where an operator lacks supervisors, outsourcing is the more realistic choice and we will say so.
What to check before choosing a Latin American staffing partner

- Whether agents are employees or contractors, and who carries severance when a programme ends.

- Whether the agency can supply supervisors and QA as well as frontline agents. Leadership is usually the real constraint on a ramp, not headcount.
- What happens to the agents if you scale down. A partner who can redeploy people is structurally different from one who terminates them.
