Generally no, and we will say so before you spend money finding out. Spoken English proficiency sits below the Philippines, and US consumer voice is the least forgiving channel there is. Vietnam earns its place on chat, email, back-office, moderation and technical support — where it is excellent value.
The Philippines wins clearly on spoken English, CX maturity and depth of senior leadership. Vietnam wins on cost and on technical and written work. Many APAC programs we staff split the two: Philippines for voice, Vietnam for written channels and back-office.
It is the market’s main limitation. Frontline and technical hiring is straightforward; experienced WFM leads, QA managers and CX operations directors are scarcer than in the Philippines or India. For larger programs we usually recommend planning that layer deliberately rather than assuming local supply.
